The Institute

Built to build
Ghana's institutions.

The Ghana Institute of Management and Public Administration (GIMPA) was established in 1961 as a joint Ghana Government / United Nations special fund project. Originally named the Institute of Public Administration, it was set up as one of the key strategic institutions to develop the public administrative system, provide civil servants with administrative and professional competence, and plan and administer national, regional and local services.

Today, GIMPA has transformed itself into the leading management development institute — an independent public tertiary institution with financial and operational autonomy, offering courses leading to the award of certificates, diplomas and degrees up to the doctoral level in leadership, management, public administration, and technology. The Institute is accredited by the National Accreditation Board.

To maintain a Centre of Excellence for training in public and business administration — continuously enhancing the capability of middle and top-level executives in the public and private sectors, and in NGOs, both in Ghana and internationally.

Our history

Five mandates.
One national role.

For over six decades, GIMPA has been guided by five successive legislative mandates — from the first instrument of 1961 to the current GIMPA Act, 2004 (Act 676) — each affirming the Institute's role in national management development.

1961

Founded with the UN

Established as the Institute of Public Administration — a joint Ghana Government / United Nations special fund project to build the young republic's civil service.

1966

Handed to Ghana

The joint sponsorship ended and the United Nations formally handed the Institute over to the Government of Ghana.

1969

Becomes GIMPA

Re-designated the Ghana Institute of Management and Public Administration to reflect its expanded functions beyond the public service.

2004

Act 676

The GIMPA Act, 2004 grants full autonomy — the Institute now awards certificates, diplomas and degrees up to the doctoral level.
